My 1 1/2 year old son is way out of line, and NOTHING works?!?!!?

He throws temper tantrums! He bites. If he gets mad he will hit you, and when you tell him "No!" he hits the wall, floor, or closest thing around. He picks things (toys, etc.) up, and THROWS THEM down on the floor angrily. He is absolutely MEAN! Nothing works, I have tried Time out, spankings, putting him alone in a room. NOTHING WORKS! Spankings worked for a while, but he has stopped caring, and I can't walk around and spank him all day! I have tried distracting him from what he was doing wrong, and saying "Why don't you give me that, and I'll give you this toy." I can scream or talk in a "STERN" voice. I am at the point where I don't know what to do....
